We’ve got an Opposition Motion from Yves-François Blanchet (Bloc, Quebec, Beloeil—Chambly):

Given that:

  • The Century Initiative aims to increase Canada’s population to 100 million by 2100
  • The federal government’s new intake targets are consistent with the Century Initiative objectives
  • Tripling Canada’s population has real impacts on the future of the French language, Quebec’s political weight, the place of First Peoples, access to housing, and health and education infrastructure
  • These impacts were not taken into account in the development of the Century Initiative and that Quebec was not considered

The House reject the Century Initiative objectives and ask the government not to use them as a basis for developing its future immigration levels.

Not a lot to say here. It’s worth noting that there’s a lot of legislation that’s been put in place over the years in an attempt to protect Quebec’s share of political power, so this Motion is nothing new.

The Motion failed, 138 in favour and 170 against.

C-22 – Canada Disability Benefit Act

C-22 has finished its run through the Senate with a few changes. The Senate decided to further restrict the situations where the benefit can be clawed back, require a system to be established for appealing decisions about qualifying for the benefit and how much you’d get from it, and added a number of additional considerations for determining the amount of the benefit including the increased cost of living with disabilities (this would be things like pain meds, mobility devices, etc) and the difficulty of earning income while disabled. The system to handle paying out the benefit will now need to be organized within one year of C-22 receiving Royal Assent.

And that’s all for the week! There was a lot more debate around the budget, so not much else happened this week. The House is away this week, so there won’t be a summary post next Monday.
