What is C-359? – Feeds, Seeds, and Pest Control

  • October 20, 2023

C-359 – An Act to amend the Feeds Act, the Seeds Act, and the Pest Control Products Act (provisional registration and approval) – lets the government temporarily approve feeds, seeds, and pest control products if at least two trusted jurisdictions have approved them.

C-359 makes changes to three Acts (The Feeds Act, The Seeds Act, and The Pest Control Products Act) in the same way so we’ll cover all the changes together.

First note is that it gives the government the ability under each of those Acts to decide which jurisdictions count as “trusted jurisdictions”.  If an application to approve the use of a product covered by these Acts is made and at least two of these jurisdictions have already approved them, the Minister has 90 days to give them provisional approval.  If the Minister finds the product doesn’t meet the requirements of its Act in that time then they can deny this.  The product will still go through the normal approval process, and can still have the temporary approval revoked if it’s found that it doesn’t meet the requirements to get approved.

Progress

C-359 is currently outside of the Order of Precedence.
