C-312 – The National Renewable Energy Strategy Act – creates a national strategy to have 100% of Canada’s electricity be generated by renewable sources by the end of 2030.
This strategy will be created by the Minister of Natural Resources in consultation with their provincial counterparts and indigenous governments. The strategy will aim to do the following:
- Make it so each year twice as many renewable energy projects are started as non-renewable energy projects
- Increase the country’s investment in developing renewable energy technologies
- Improve cooperation between the federal and provincial governments in creating new large-scale public electric utilities
- Create a renewable energy economy
The Minister, along with the Minister of Finance, will also have a year to implement incentives to encourage the development of renewable energy projects. This will include programs to help homeowners retrofit their properties with new or more efficient energy technologies.
Every three years a report will be presented to the House outlining the effectiveness of this strategy.

C-312 is currently outside of the Order of Precedence.
