C-214 – the National Renewable Energy Strategy Act – has the Minister of Natural Resources develop a National Strategy to replace 100% of our energy with renewables by 2030.
The Strategy will need to be developed with the assistance of provincial representatives as well as those of Indigenous groups. The strategy will need to have measures to:
- Begin twice as many renewable energy projects each year as non-renewable energy projects
- Increase investment in the research and development of renewable energy technologies
- Improve cooperation between the federal and provincial governments in establishing new large-scale public electric utilities
- Create a renewable energy economy and renewable energy jobs
The Minister, along with the Minister of Finance, will also have one year to create incentives to encourage development and investment in renewable energy projects. They will also need to create incentives to encourage homeowners and businesses to retrofit their properties with new or more efficient renewable energy technologies. Note that these incentives should only apply to the start-up costs, no ongoing costs will be covered by them.
The Minister will have 2 years to finalize the full strategy, and it will be reviewed every 3 years after that.
