C-324 – An Act to amend the Special Economic Measures Act – is just a Bill to rename the Special Economic Measures Act. The new long name is “An Act to provide for the imposition of economic measures against a person, an entity or a foreign state for grave breaches of international peace and security, gross and systematic human rights violations or acts of significant corruption” and its short title will become the “Sergei Magnitsky Global Sanctions Act”.
Sergei Magnitsky was a Ukrainian-born Russian tax advisor who ended up exposing corruption by Russian officials, was imprisoned, and died in prison before his trial. This led to international outcry and the officials believed to be involved were barred from entering a number of countries. (Including Canada)
