C-46 – The Cost of Living Relief Act, No. 3 – provides additional payments to provinces and territories, as well as an additional payment of the GST/HST Credit to individuals equal to double the amount of the regular January 2023 payment.

The amount being given to the Provinces/Territories is as follows:

  • Ontario – $776.2 million
  • Quebec – $447 million
  • Nova Scotia – $52.3 million
  • New Brunswick – $41.6 million
  • Manitoba – $72.4 million
  • British Columbia – $273.2 million
  • Prince Edward Island – $8.7 million
  • Saskatchewan – $61.3 million
  • Alberta – $233.1 million
  • Newfoundland and Labrador – $27 million
  • Yukon – $2.2 million
  • Northwest Territories – $2.3 million
  • Nunavut – $2 million

There’s a lot of payments listed in the Federal-Provincial Fiscal Arrangements Act but it’s worth noting that these numbers pretty closely match a previous arrangement for additional funds, so it looks like the feds are pretty much just doubling that payment.

Status

On April 19 a Motion was passed with Unanimous Consent to expedite C-46. It passed its Second Reading, skipped the committee phase, and passed its Third Reading. On May 10 it completed its run through the Senate without amendment, and on May 11 it was granted Royal Assent.
