C-317 – The National Strategy on Flood and Drought Forecasting Act – creates a strategy to share information that can be used to forecast floods and droughts with provinces, municipalities, and relevant industries.
Strategy
The strategy will be developed by the Minister of the Environment, with help from the Minister of Agriculture and Agri-Food, the Ministry of Natural Resources, and the Minister of Public Safety and Emergency Preparedness. Representatives of the provincial and municipal governments will be consulted to create it, as well as any other relevant stakeholders.
The strategy will include:
- An assessment of the need for national coordination on forecasting floods and droughts, and new investments and technologies to do so
- An assessment of the need for modelling that identifies properties and infrastructure at risk from floods
- Establishing a national cooperative forecasting system and the institutional structures needed for it to be successful, and determining how it could best support other levels of government
- Preparation of a proposal to establish a national hydrological forecasting service
Reports
The Minister will have two years to create this strategy, and it will be reviewed five years later.
Progress
C-317 went up for its Second Reading and passed with everyone voting in favour. It will now be sent to the Committee on Environment and Sustainable Development.
