Hello everyone! On Thursday we saw more debate on Bill 23, as well as the introduction of Bills 26 and 27!

So first up debate on Bill 23 continued, and nothing’s been resolved there yet. I’m working on the full dive on it and hope I’ll have it soon for you. In the meantime you can find a shorter summary here.


We saw the introduction of Bill 26 – Strengthening Post-secondary Institutions and Students Act. This Bill sets out to clearly outline what counts as sexual abuse between a post-secondary employee and a student and what the punishments are when an employee sexually abuses a student. The definitions are mostly references to other Acts and aren’t anything new, and the punishment mostly involves firing the employee without any benefits and never hiring them at that school again. There’s also a bit in there that overrides the ability for collective agreements or arbitration to prevent an employee from being fired if they’re found guilty of sexual abuse of a student.

Bill 26 also changes any instances of the name “Ryerson University” in other Acts to “Toronto Metropolitan University” and increases the size of TMU’s Senate.


We also saw the introduction of Bill 27 – Protecting Agricultural Land Act. This Bill makes it so agricultural zoning/use cannot be changed by municipal by-laws or an MZO without first performing an Agricultural Impact Assessment.
