S-216 – Effective and Accountable Charities Act – makes changes to the Income Tax Act to allow charities to give their resources to someone that isn’t a qualified donee as long as they take reasonable steps to ensure those resources are used exclusively for charitable purposes. A qualified donee is any group that can issue donation receipts, so at the moment a charity can mostly only offer resources to other charities or government organizations. S-216 would change that so long as the resources are being used for charitable purposes.
Progress
S-216 has completed its run through the Senate without change. It is currently on the Order of Precedence waiting for its Second Reading vote.
