C-419 – the National Strategy for Universal Eye Care Act – creates a national strategy to improve access to eye care.

Don wants the Minister of Health to create this strategy after consulting provincial ministers responsible for healthcare, Indigenous communities, eye care providers, patient groups, and other relevant stakeholders. The Strategy must:

  • Identify barriers to accessing eye care and vision correction products.
  • Identify measures to improve access to:
    • Vision care services, such as routine examinations
    • Corrective devices like glasses and contact lenses
    • Eye care for conditions like glaucoma, iritis, and chemical burns
    • Surgical procedures for things like glaucoma, cataracts, and trauma
    • Health care services for the diagnosis and treatment of eye conditions related to other health problems, like diabetes or arthritis

The Minister will have 18 months to create the Strategy and present it to the House, and it will be reviewed 5 years later to check on its effectiveness.
