C-357 – An Act to amend the Government Employees Compensation Act – makes it so certain federal employees can claim compensation for mental disorders developed as a result of their jobs.

All of the changes C-357 make are to the Government Employees Compensation Act, starting with the definition of public safety employees. These are people who are involved in:

  • First, frontline, or emergency response
  • Law enforcement
  • Search and rescue
  • Emergency medical services
  • Dispatch and communications
  • Fire protection and prevention
  • Direct interaction with the accused, inmates, or offenders in situations like supervision or management
  • Indirect interaction with these people for things like processing evidence or handling criminal files
  • Providing services to victims of crimes

C-357 recognizes that public safety employees are at a higher risk of developing mental disorders as a result of their work, and declares that if a medical professional says that’s the cause of a mental disorder then the worker is entitled to compensation.

C-357 also extends any compensation paid out as a result of death to include any deaths that happen outside of the workplace as a result of a mental disorder. (So if someone develops depression because of their work and commits suicide their family is entitled to any benefits paid out for accidental death)

Finally C-357 repeals the part of the Government Employees Compensation Act that prevents government employees from taking additional action against the government for any workplace injuries/illness/mental disabilities/etc.
