C-414 – An Act to amend the Canada Health Act (mental, addictions and substance use health services) – changes the Canada Health Act to add mental health, addiction, and substance use services to the list of insured services. This specifically applies to services provided in a community setting, and means they would all be covered under provincial health insurance.

Author’s Note: I’m not sure how well this one would go over or if it’s even passable in its current state. There would definitely be a lot of pushback from the provinces as it’ll require more spending from them and doesn’t include any notes on increasing federal transfers to help them with the cost. I’m also not sure if you can just add new services to the Health Canada Act like this without consultations. If it gets on the Order of Precedence we’ll see what happens with it.
